I have the honour to represent that I find

thereis need of a temporary Junk Inspector in this Department so long as the services of the Assistant Harbour Master are

not available.

The very large numbers of native craft enter- ing and leaving our waters daily require more supervision than can be bestowed on them under the present arrangement whereby one of the Junk Inspectors is required to assist in the Board- ing Officer's duties as well as do what he can of his own work.

I have been recently comparing our Junk returns with those of the Chinese Customs, and I find a very consider- able discrepancy to our disadvantage between the numbers pass- ing the Customs Stations to and from Hong-Kong, and the numbers entering and clearing at this office and the Harbour Master's

Outstations.

The conclusion which forces itself upon me is that a considerable number of these Junks come and go without leaving any trace on our records and without contributing their legal share to our Revenue and this is probably more The Hon. T. Sercombe Smith,
